Consignee on L/C versus C/O
  Question:

Name: VV Won

May I have your opinions about ISBP 681 paragraph 184?  The case is as follows.

The Bill of Lading shows issuing bank as consignee, while the Certificate of origin shows “To whom it may concern¨ as consignee. 

Does it violate the ISBP 681 paragraph 184, which only accepts either the applicant or the party named on credit as consignee?
